MIAMI (AP) - There's a new plan to save ailing Biscayne Bay, and it looks a lot like the old plan - and the one before that. For decades, scientists and environmentalists have done more than plead with politicians to protect South Florida's crown jewel: They've written studies, held summits and presented action plans.
