Home Rule: The Struggle for Local Control in an Age of Super Preemption

This continuing legal education course seeks to provide an overview and clarification on the issue of Home Rule and state preemption in Florida. The course will provide a summary of the history of Home Rule in the state, a review of relevant cases that have influenced Home Rule law, and a panel discussion of Home Rule application today. This course will specifically look at how state preemption influences municipal and county governments’ ability to protect their local environmental resources.
